சிறுவர் துஷ்பிரயோகத்தை தடுத்தல், சிறுவர் பாதுகாப்பை ஏற்படுத்தல் மற்றும் அவ்வாறான துஷ்பிரயோகங்களினால் பாதிக்கப்பட்ட சிறுவர்களுக்கு சிகிச்சையளித்தல் மற்றும் சகல வகையிலுமான சிறுவர் துஷ்பிரயோகங்களுக்கும் எதிரான நடவடிக்கைகளை ஒழுங்குறுத்தல் மற்றும் அது பற்றிய ஒருங்கிணைப்பு தொடர்பான சட்டங்கள் மற்றும் கொள்கைகளை ஏற்படுத்துவதற்கு அரசுக்கு ஆலோசனை வழங்குவதற்காக 1998 இன் 50 ஆம் இலக்க தேசிய சிறுவர் பாதுகாப்பு அதிகாரசபை சட்டத்தின் மூலம் இலங்கை பாராளுமன்றம் தேசிய சிறுவர் பாதுகாப்பு அதிகாரசபையை தாபித்துள்ளது.
