National Child Protection authority (NCPA)is known as the national body that works with a vision to create child friendly and protective environment for children. In a nutshell it’s an organization work towards a common goal of protecting children while cherishing individual differences. From the Top Management down every employee of the authority is a part of  national responsibility and work closely with the line ministry handling subjects of child and women affairs formed by the gazette under existing government. Further, National Child Protection Authority is the only national body that has sole power to monitor organizations and services related to children in Sri Lanka.

From the moment of recruiting employees NCPA management consider the character and competence of employee adhering to the articles mentioned on National Child Protection Act No 50 of 1998. Since the sensitive nature of the subject, Act itself has mentioned the requirements of expertise and order of the recruitment to avoid external influences. The management Inspires employee loyalty, confidence and willingness to give extra contribution to achieve deadlines which add value to the services of the authority.

Functions of Administration & HR Divisions

Planning required Officers /employees – Creating new positions, amending existing positions, planning & amending recruitment process as per the requirement

Recruiting Officers/employees for the vacant positions of approved carder (Selecting suitable candidates through interviews and selection tests after calling applications through paper advertisements). Filling vacant positions by appointing employees on contract basis/ duty covering basis / Acting basis to perform duties.

Conducting Efficiency Bar exams for the officers/employees who completed probation period, Confirm in their positions and Grading the employees fulfilled their qualifications at the right time.

Take necessary actions to transfer officers /employees to either Head Office, District Secretariats or Divisional Secretariats following the transfer procedure of National Child Protection Authority.

Plan annual training budget for identified training needs of officers /employees and direct them for both local & International training opportunities.

Coordinate and deliver administrative support/ Issuing certificates & provide facilities which require to offer above trainings for a period of 6 months as  approved by  government circulars

Handling Local & Foreign leaves of officers / employees, Updating  & maintaining documents  related to leaves, Handling Overtime & allowance for working holidays and Maintaining records of daily attendance

Registering officers /employees to Agrahara insurance scheme and  Coordinate & provide benefits during hospitalization of officers /  employees

Making monthly salaries, annual increments, supervision & duty covering allowances of all officers / employees

Maintaining personal files  of officers / employees systematically    (keep records & maintain  all documents related to appointments /resignations /leaving jobs/ service certificates/ transfers and maintain files methodically

Take necessary measure to maintain decent behavior & discipline of officers/ employees and handle employee grievances

Conducting & fulfilling requirements related to building construction works of Authority

Maintaining Buildings and Office equipment owned by the Authority, (All type of repairs/ annual services and Maintenance)

Providing transport facilities of staff, maintaining office vehicles & vehicle reserves ( Repairing / Servicing / obtaining Income license/ applying insurance / dealing with accident related matters)

Planning and arranging annual procurements to obtain required products and services according to the action plan of the authority  

Dividing letters received to the authority among divisions, forwarding letters which intends to post office to outside organizations

Adding inventories of products owned by administration division

  • Provide annual, quarterly & monthly information and reports

(To Ministry of Finance / Department of Management Services / Line Ministry / Comptroller General’s Office   / Department of Audit)

  • Provide information requested under right to information act
