Today's Children are the leaders of tomorrow. Therefore it is our responsibility to nurture them, protect them from social evils and provide a safe and peaceful environment for them to grow up. This was the main cause for the establishment of the UN Convention on Rights of the Child. This convention paved way to numerous activities on child protection around the globe. Similarly, in Sri Lanka, The National Child Protection was created as the first governmental organization dedicated to work to secure the rights of children in Sri Lanka.

On behalf of the National Child Protection Authority of Sri Lanka, it is with great pleasure that I send this message to congratulate you all for your immense interest and efforts in raising funds and supporting the restoration of victimized children in Sri Lanka.For over 11 years since its inception in 2000, the NCPA has been safeguarding and protecting rhe rights of thousands of ch.ildren through our programs and initiatives. CHILD ABUSE DEFINITIONS

“Anything which individuals, institutions, or processes do (acts) or fail (omissions) to do which directly or indirectly harms children or damages the prospects of safe and healthy development into adulthood”The World Health Organization Report of the consultation on Child Abuse and Prevention (1999) proposed modified definitions for child abuse, which cover wider areas.

HISTORY OF THE NCPA

Although child abuse is often denied in the Indian subcontinent, probably one of the oldest recorded histories of child abuse is a 2,500-old Buddhist story called “Sopaka.” In the story, a jealous stepfather leaves a boy named Sopaka tied to a corpse in a cemetery to be eaten by wolves. Buddha comes to the boy’s rescue and preaches to the child, perhaps one of the earliest recorded instances of counseling.

FUNCTIONS OF THE NCPA
 
According to Sec.14 of the NCPA Act, the following are the functions of the NCPA:
  • Advising government on national policy and measures regarding prevention and treatment of child abuse as well as protection of children.
  • Creating awareness of the rights of the child to be protected from abuse.
  • Consulting and co-ordinating with relevant ministries, local authorities, public and private sector 
  • organizations and recommending measures for the prevention of child abuse and protection of victims.
  • Recommending legal, administrative and other reforms for the effective implementation of national policy.

MANDATE OF THE NCPA

The NCPA's mandate includes a broad range of authority, objectives and duties. This includes formulating policies related to child abuse and exploitation, the therapy and rehabilitation of children who are victims of such abuse, co-ordination of the many groups and agencies involved in combating abuse, including NGOs, monitoring research and resource mobilization.
